Oh man, our military has been experimenting with weather control since at least the 50's. In short, controlling rain and cloud formation is known as a process called seeding. More advanced techniques explored and employed by DARPA (Defense Advanced Research Project Agency) include HAARP technology and ELF. It's mainstream news that the defense dept. can even control hurricanes. Makes you think twice about Katrina and that tsunami. Read up on it, it's fascinating and scary at the same time.
